The Woodlands Township holds Board meeting

THE WOODLANDS, TEXAS (October 21, 2016) – The Woodlands Township Board of Directors held a regular meeting Thursday, October 20, 2016, at The Woodlands Township Town Hall, 2801 Technology Forest Boulevard, at 9 a.m.

The Board of Directors took the following actions on the Consent Agenda:

  • Received and accepted the September 7, 2016, Second Public Hearing on the Proposed 2016 Property Tax Rate; September 7, 2016, Special Board Meeting; September 14, 2016, Meeting to Adopt 2017 Budget and 2016 Tax Rate; September 22, 2016, Regular Board Meeting; and, September 28, 2016, Regular Board Meeting minutes for the Board of Directors of The Woodlands Township.

  • Accepted Administrative Reports for October 2016 from Community Services, Transportation and The Woodlands Fire Department.

  • Awarded a bid to RKA Petroleum for the 2017-2019 unleaded fuel bulk supply.

  • Awarded a bid to Trumble Construction for the Town Hall roof replacement project.

  • Awarded a bid to Progressive Commercial Aquatics to supply swimming pool and fountain chemicals for 2017.

  • Awarded a bid to Innovative Cooling and Energy for 2017-2019 HVAC maintenance services at Township facilities.

  • Awarded a bid to Texas Tree Depot for cul-de-sac reforestation and community tree stock; awarded a bid to Boone’s Landscaping for cul-de-sac reforestation installation; and, awarded a bid to 1-800-Lawns for community trees stock reforestation installation.

  • Awarded a bid to SkyGod for sound engineering services at Township-produced special events.

  • Approved an Interlocal Agreement with Montgomery County for the provision of Law Enforcement Services through the Montgomery County Sheriff’s Office.

  • Approved an Interlocal Agreement with Montgomery County for enhanced public safety services provided by Montgomery County Constable’s Office, Precinct 3, and Montgomery County Justice of the Peace, Precinct 3.

  • Approved a renewal of an Interlocal Agreement with Montgomery County for funding of Law Enforcement Investigative Services (Crimes against Children/Safe Harbor) for two detectives for the operations of the Montgomery County Constable, Precinct 3 and one detective for the operations of the Montgomery County Sheriff’s Office.

  • Approved the renewal of Service Agreements with South Montgomery County YMCA, The Center for Houston’s Future and Leadership Montgomery County.

  • Approved a Service Agreement with Interfaith of The Woodlands for senior transportation services during the 2017 calendar year.

  • Approved an Interlocal agreement with Brazos Transit District related to the Town Center Trolley Phase II service enhancements.

The Board of Directors then took the following actions on the Regular Agenda:

  • Received and accepted the October 2016 Administrative Report from Law Enforcement and Community Policing.

  • Awarded a bid to Kendrick Skipper/Chik-Fil-A for 2017-2019 concession services at Rob Fleming Aquatic Center, Gosling Sportsfields and select recreation programs. Awarded a bid to Your Chef’s Kitchen for 2017-2019 concession services at Bear Branch Sportsfields.

  • Awarded a bid to Caring Commercial Cleaning, Inc., for custodial, gate and facility maintenance services.

  • Took no action regarding the renewal of the annual Service Agreement with The Woodlands Area Economic Development Partnership.

  • Approved the Service Agreement between The Woodlands Township and The Woodlands Convention & Visitors Bureau for calendar year 2017.

  • Received a presentation from Jones and Carter regarding the revised draft of the Township’s Pedestrian and Bicycle Master Plan which includes the results of the September online public comment period. A motion was accepted to remove proposed shared use paths along greenbelts and drainage easements. The Board received the amended draft plan and scheduled a Public Hearing during the October 26, 2016, Board of Directors meeting to receive additional resident input and feedback on the plan.

  • Authorized the Township President/General Manager to execute a Letter of Agreement with Gensler to begin the Cultural Arts Feasibility Study for The Woodlands Township pending recommended changes to the contract verbiage and accepted partner funding for the study from The Cynthia Woods Mitchell Pavilion.

  • Accepted a quarterly update from The Woodlands Convention & Visitors Bureau.

  • Authorized the Township President/General Manager to submit requests to the Montgomery County Sheriff’s Office and Harris County Constable, Precinct 4, for future crime data to be provided by the recommended commercial sub-zone policing areas.

  • Tabled a report regarding The Woodlands Express and The Woodlands Town Center to the October 26, 2016, Board of Directors meeting.

  • Approved recommended revisions to The Woodlands Township 2017 Pay Structure.

  • Tabled matters relating to incorporation questions to be added to the Township website to the October 26, 2016, Board of Directors meeting.

  • Tabled matters regarding the delay of agenda items when support materials are pending to the October 26, 2016, Board of Directors meeting.
