[ARCHIVED] The Woodlands Township holds Board meeting

THE WOODLANDS, TEXAS (September 23, 2016) – The Woodlands Township Board of Directors held a regular meeting Thursday, September 22, 2016, at The Woodlands Township Town Hall, 2801 Technology Forest Boulevard, at 9 a.m.

The Board of Directors took the following actions on the Consent Agenda:

  • Received Administrative Reports for September 2016 from Law Enforcement and Community Policing, Transportation and The Woodlands Fire Department.

  • Awarded a bid to Sievers Enterprises for sign cleaning and power washing services and authorized the President/General Manager to execute any necessary agreement as approved to form by the Township Attorney (C-2016-0381).

  • Approved and authorized the Township President/General Manager to execute an agreement with Consolidated Communications for Internet Access Services at Township Town Hall and the Central Fire Station (C-2016-0483).

  • Approved the use of Waterway Square by BCycle LLC for a Field Trial for its new BCycle Smart Bike product. The Field Trial will last approximately two weeks and will be open to the public. The Board authorized the Township President/General Manager to execute any necessary agreement as approved to form by the Township Attorney (C-2016-0488).

  • Awarded a bid to Kilgore Industries, LP for HVAC Unit Replacement at The Woodlands Recreation Center and authorized the President/General Manager to execute any necessary agreement as approved to form by the Township Attorney (C-2016-0409).

  • Awarded a bid for tree removal services to Top Cut and awarded a bid for invasive vine removal services to the J Team, each for a period of 36 months. The Board authorized the Township President/General Manager to execute services agreements as deemed necessary by the Township Attorney.

The Board of Directors then took the following actions on the Regular Agenda:

  • Received and accepted the August 15, 2016 Budget Workshop #1; August 17, 2016, Budget Workshop #3; August 18, 2016, Budget Workshop #4; August 18, 2016, Regular Board Meeting; August 24, 2016, Regular Board Meeting; August 31, 2016, First Public Hearing on the Proposed 2016 Property Tax Rate and August 31, 2016, Special Board Meeting minutes for the Board of Directors of The Woodlands Township. Accepted a motion to approve the August 16, 2016, Budget Workshop #2 meeting minutes with a requested revision.

  • Received the Administrative Report for September 2016 from Community Services.

  • Authorized the Township President/General Manager to execute a Memorandum of Understanding by and between the Houston-Galveston Area Council (H-GAC) and regional transit providers in the H-GAC Transportation Management Area (C-2016-0499).

  • Authorized the Township President/General Manager to execute a Pathway Easement with The Woodlands Development Company and a Consent to Encroachment and Indemnity Agreement with The Woodlands Municipal Utility District 47 for the development of a natural surface trail at Shadowbend Park, conditional upon receipt of the mutually agreed upon legal description of the easement (C-2016-0500).

  • Directed the Township Attorney to research a number of questions regarding the statutory authority The Woodlands Township has over roads within its boundaries currently as well as upon incorporation.

  • Accepted a report from the Township’s Transit Program Manager regarding operations and performance information for The Woodlands Express and The Woodlands Town Center Trolley System through August 2016.

  • Tabled a recommendation to implement Phase II of The Woodlands Waterway Trolley service pilot program to serve as the 2016 Holiday Shuttle Express program to a future Board of Directors meeting. Directed staff to acquire additional information relating to partner funding and area parking.

  • Approved proposed revisions to the Township's existing Commitment and Signature Authorization, granting the Township President/General Manager the authority to approve multiyear agreements within his otherwise existing $50,000 signature authority.

  • Approved an Interlocal Agreement with Montgomery County which would provide the Township a “Right of First Option” to acquire the County owned Law Enforcement Center and property located at 9200 Grogan’s Mill Road.

Following an executive session, no action was taken and the meeting was adjourned.
