Parks and Rec Board

THE WOODLANDS, TEXAS (February 17, 2023) – The Woodlands Township Board of Directors held a regular meeting on Thursday, February 16, 2023. The Board discussed a variety of topics including a budget amendment for additional communications channels, the 2023-24 Parks and Recreation Department Aquatics Division Business and Operational Plan and Aquatics Fees, research projects relating to the Ad Hoc Economic Development Committee, and the Tax Abatement Termination Agreement with Alight Solutions.

Township President/CEO Monique Sharp gave a report to the Board regarding two recent accolades. The Woodlands Township Neighborhood Services Department recently won second place for their National Night Out program in Category 2 for Populations 100,000 – 300,000. Township Parks and Recreation staff members Amber Barnes, Tyler Little and Pamela Woods won the Texas Parks and Recreation Society (TRAPS) Star Performers of the Year award.

The Board also honored The John Cooper School Dragons football team with a proclamation commemorating their 3-A Southwest Preparatory Conference Championship. The Dragons achieved this milestone by defeating Trinity Valley by a score of 63-31. The team ended the season on a nine-game win streak to finish with a record of 9-1 and repeat as State Champions with back-to-back titles. Read the proclamation.

During the Regular Agenda, the Board approved a budget amendment of $50,000 in support of Township communication efforts to be used towards creating videos and podcasts. The Woodlands Township's Community Relations Department promotes and markets the work and services of The Woodlands Township, focusing on awareness of the Township and how it serves residents and businesses with its programs and services. With the additional budget, Community Relations staff will work with the Board and other Township staff and media companies to enhance communications to residents.

The Board also discussed research projects to be assigned to the Ad Hoc Economic Development Committee, which includes evaluating the potential for a Performing Arts Center, evaluation and status updates regarding Village Shopping Centers, and evaluation of Township property located at 9669 Grogan's Mill Road (former GE Betz property). The committee will develop funding strategies and solutions for these projects to be brought before the Board of Directors at a later date.

Additionally, the Board voted to move forward with the construction of restrooms at Sundance and Capstone Parks, approved the use of existing contracts to begin renovations of Falconwing Park and pool facilities, and accepted the 2023-24 Aquatics Division Business and Operational Plan and Aquatics Fees with no changes to pool hours or admission fees.

On the Consent Agenda, which consists of routine housekeeping items that do not require Board discussion, the Board received administrative reports regarding Community Services and The Woodlands Fire Department, and approved Evergreen Solutions, LLC’s recommendation for target peers for the 2023 Compensation and Classification Study.

The Board recessed to Executive Session and upon reconvening, approved a Tax Abatement Termination Agreement with Alight Solutions.

Members of the public were able to address the Board at the beginning of the meeting.
