THE WOODLANDS, TEXAS (September 22, 2023) – The Woodlands Township Board of Directors held a regular meeting on Thursday, September 21, 2023. The Board reviewed and discussed various topics including, the construction and maintenance agreement for the Enclave Detention Pond with Harris-Montgomery Counties Municipal Utility District 386, received updates from the Development Standards Committee and Ad Hoc Economic Development Committee and more.
The Board opened the meeting with a proclamation recognizing The Woodlands High School on being awarded the UIL Lone Star Cup for its overall athletic and academic achievements.
On the Agenda, the Board approved the three-party agreement between The Woodlands Township, Toll Brothers America’s Luxury Home Builder and Harris-Montgomery Counties Municipal Utility District MUD 386 for a construction and maintenance agreement for the Enclave Detention Pond. The Enclave at The Woodlands is a master planned community located in the Village of Creekside Park. This agreement delegates responsibility to the Township for tree maintenance as well as opens the door for future consideration of adding recreational amenities around the detention pond.
The Board received a quarterly update from Chairman Walt Lisiewski of the Development Standards Committee (DSC). The report highlighted new guidelines regarding the number of pets allowed per household, solar panel additions and new fence requirements. It also addressed the Township’s decision to forgo application requirements for casualty damage repairs and removal of dead vegetation due to the June 21. 2023 storm. Nick Wolda, President of Visit The Woodlands presented the Board with an update from the Ad Hoc Economic Development Committee. At the January 18, 2023, Regular Meeting, The board elected Dr. Ann K. Snyder as Chairman, Kyle Watson as Vice Chairman, and Director Brad Bailey as Secretary of the Committee at the January 18, 2023 Meeting. The board agreed upon three specific economic initiatives for development at the February 16, 2023, Regular Board Meeting which include, the Performing Arts Center, the Betz Property and the Grogan’s Mill Village Shopping Center.
The objective of the Ad-Hoc Economic Development Committee is to develop strategies regarding The Woodlands Township’s role in economic development for consideration by The Woodlands Township Board of Directors. Economic Development is a main pillar in the Township’s Enabling Legislation and a Focus Area in The Woodlands Township Strategic Plan Vision 2034. The Plan states “The Woodlands’ viability as a community and ability to pay for services and amenities is based on a strong local economy. The Township supports efforts to attract and retain employers and quality businesses to create jobs and also to position The Woodlands as a premier destination for visitors and travelers to expand the local tax base.”
Next on the Agenda, the Board considered submitting a nomination for the Harris County Appraisal District (HCAD) Board of Directors election. The HCAD Board of Directors consists of six members, one of which is appointed through a nomination and election process by all the conservation and reclamation districts located in Harris County. Each conservation and reclamation district has the ability to nominate a single candidate for the position. The Township Board nominated Director Bob Milner.
On the Consent Agenda, which consists of routine housekeeping items that do not require Board discussion, the Board accepted the minutes for the Regular Board of Directors Meetings and Board Budget Workshops in August, received updates from The Woodlands Fire Department, approved the contract extension for propane delivery services for the trolleys, and approved the monument sign easement agreement for a monument sign at Egypt Lane and Research Forest Drive.
Members of the public were able to address the Board at the beginning of the meeting.
